The Cupertino has officially declared that the new iPad will begin shipping this Friday to South Korea, Malaysia, Panama, and nine other countries, whereas nine more countries including United State’s baby boy Israel will receive a late shipment, on April 27.
The new iPad incorporates Retina Display and LTE connectivity, and a number of other improvements that make it a third gen tablet for Apple.

From April 20
South Korea, Brunei, Croatia, Cyprus, Dominican Republic, El Salvador, Guatemala, Malaysia, Panama, St Maarten, Uruguay, and Venezuela.
From April 27
Colombia, Estonia, India, Israel, Latvia, Lithuania, Montenegro, South Africa, and Thailand.
